Sanctuary appoints Fiona MacGregor and Prem Gabbi to Group Board

Sanctuary has appointed Fiona MacGregor and Prem Gabbi to its Group Board as non-executive members.

Fiona was Chief Executive of the Regulator of Social Housing from October 2018 to April 2026, leading the organisation responsible for the economic and consumer regulation of registered providers of social housing across England.

She has an extensive background in housing regulation and finance, having previously held senior roles at the Homes and Communities Agency, the Housing Corporation and housing association London & Quadrant.

Her experience encompasses regulatory strategy, governance and sector oversight, and development programme delivery and management.

Fiona has also been the Regulator of Social Housing’s nominee Director to the Board of The Housing Finance Corporation since July 2023.

Prem is an experienced executive and non-executive director with extensive leadership, governance and financial expertise gained across the private, public and not-for-profit sectors.

He brings considerable strategic, commercial and financial experience, having started his career as a finance professional with Ernst & Young before spending almost 30 years in the energy industry with National Grid.

He has a strong track record of delivering growth, particularly in the property sector, having spent nine years working for National Grid Property, initially as Finance Director before becoming Managing Director in 2021.

Prem has served as a Non-Executive Director at North Staffordshire Combined Healthcare NHS Trust since 2025, and as Trustee and Board Director at Victoria Academies Trust since 2018.

He is also currently Chair of the Audit and Risk Committee at both organisations and was previously a Board Director on a joint venture between National Grid Property and Berkeley Group.

Fiona and Prem replace former Group Board members Kevin Lavery, who has stepped down after completing his term of office, and Andrew Manning-Cox, who has stepped down after serving eight years on the Board including seven years as Group Chair.

Andrew is succeeded as Group Chair by Ros Kerslake, who has been a member of Sanctuary’s Group Board for four years and brings extensive public, private and third sector board experience in the field of property and regeneration.
