Fiona MacGregor

Fiona MacGregor was Chief Executive of the Regulator of Social Housing (RSH) from October 2018 to April 2026, leading the organisation responsible for the economic and consumer regulation of registered providers of social housing across England.
Fiona has extensive experience in housing regulation and finance, having served at the Homes and Communities Agency from November 2015 until the establishment of the RSH. Prior to that, she held senior roles at the Housing Corporation and London & Quadrant, a major housing association. Her experience encompasses regulatory strategy, governance and sector oversight, development programme delivery and management.
Fiona has been the RSH’s nominee Director to the Board of The Housing Finance Corporation since July 2023.
